Notice of NMMI Board of Regents meeting – 0830, 25 March, 2020; via teleconference.
Given the NM Governor’s health orders regarding non-essential business, social distancing and maximum group sizes of 5 due to the spread of the COVID-19 pandemic, the NMMI governing board is convening the 25 March, 2020 meeting via teleconference only; numbers are provided herein such that the public might attend. Under the Board’s declaration of Open Meetings and in conformity with the NM Open Meetings Act, the board will convene an emergency meeting to consider the following:
The NMMI governing board, per the following agenda will consider only one matter upon approval of the agenda. The continuance of NMMI operations for the remainder of the Spring term of 2020.

Stay at Home Order
In compliance with the Governor’s “Stay at Home” order announced today, NMMI will cease all operations that are conducted from the Campus. There will be “essential” personnel identified and they will continue to function on an as needed basis. Please consult with your Supervisor to know if your position will be designated as essential.
Online education will continue. Technical support will occur from their home unless there is an absolute need to come to the campus to correct any problems.
The Commandant’s Staff will continue to care for the Cadets on campus. We are making every effort to get them transportation home. It is our responsibility to house and feed them until we arrange for their return home or find other suitable accommodations.
Facilities will maintain the watch over the buildings to insure we do not have an undetected leak or loss of power.
The golf course will shut down at the end of today’s business.
Our Athletic Department and our International Student Coordinator (Christina Starke) will work with any athlete or international student not currently on campus due to spring break or the three week closure order, to assist them in making arrangements to return to their home of record.
This order takes affect at 8:00am Tuesday, March 24th and is in place until April 10, 2020.
Once again, I ask that you not rely on any information that does not come from my office. I am in constant contact with the Governor’s office and will immediately relay any new or changing information to you.

As we prepare for the return of some cadets to NMMI’s campus on Sunday, we are hosting a live Q&A about NMMI’s COVID-19 planning and measures that align with the New Mexico Department of Health and State of NM governor’s orders.
Join us tomorrow, Saturday March 21, 2020 at 3PM MT (5PM ET) for a YouTube Live event with Superintendent Maj General Grizzle, PhD, Commandant LTC Jon Graff, USA (Retired), CFO & HR Director Col Judy Scharmer and Vice Dean Col George Brick. These NMMI Administrators will be on hand to answer any procedural questions related to our COVID-19 response plan. Cadets and Families,
We are all experiencing circumstances surrounding the COVID-19 outbreak. Among the many recommendations and health orders, NMMI has taken careful consideration of our cadets who would return to NMMI post Spring Break. Our primary advise is that you not travel at this time to return to NMMI. If you need to return, we have prepared for a limited number starting this Saturday with the first meal to be SRC (Supper Roll Call) on Sunday (22 March). When you return you will be screened for your general health condition regarding a fever, cough or other illness. The NMMI infirmary staff will be on Post to aid you. If you are returning to Post from outside New Mexico, you will be asked to socially isolate yourself in your room for up to 14 days. If your roommate also returns, we will likely move one of you to another room for the 14-day period. Meals will be provided in a modified form to mitigate the risk of contracting the COVID-19. NMMI will be hosting on-line courses for our cadets at least through the 6th of April, but we may be required to provide on-line courses for a longer period. Again, the best advise we can provide you to consider at this time is to stay in place where you are and attend your NMMI courses on-line.
Instructions from the infirmary staff:
ENTERING MEDICAL FACILITIES
- It is critical that those who DO have symptoms of COVID-19 do NOT enter medical facilities without first contacting them, especially emergency departments.
We will keep the front doors to Marshall Hall closed and screen everyone at the front door, if a cadet is displaying flu like symptoms, the nurse will need time to gown up, glove up and mask up.
- There is no specific treatment for COVID-19 and most cases will resolve on their own. In fact, 80% of cases are mild. Unless you have serious, emergent symptoms, you should not enter emergency departments. Entering medical facilities unnecessarily puts others at risk, increasing the potential to both infect others in the facility who would be more susceptible and reduce the facility’s ability to care for other patients.
- Reasons to seek emergency attention with COVID-19 are no different than reasons for going to an emergency department for other medical conditions: if you are having trouble breathing or significant shortness of breath, please seek medical attention.
TRAVELERS: SELF-ISOLATE FOR 14 DAYS
- In order to mitigate the widespread community transmission of COVID-19, the New Mexico Department of Health asks all persons traveling into New Mexico from outside the state to self-isolate for 14 days and monitor themselves for any symptoms. If the individual has or develops any respiratory symptoms (cough, shortness of breath) or fever, they need to call 855-600-3453 and press option 2.
- The infirmary is prepared to treat mild symptoms of COVID-19. If we suspect COVID-19, the infirmary will be responsible for calling the hotline.
Continue to keep practicing good hygiene over the break. Wash your hands often, and avoid touching your face.

New Mexico Military Institute’s Coronavirus Guidance
Acting from an abundance of caution due to the significant changes and challenges regarding the health risks associated with COVID-19, New Mexico Military Institute will begin our scheduled spring break from Monday March 16, 2020 through Sunday, March 22, 2020. In addition, classes will be taught through alternative means or on-line instruction for two weeks beginning Monday, March 23, 2020. All classroom instruction is expected to resume on Monday, April 6, 2020. These measures are in keeping with the Governor Michelle Lujan Grisham’s decision to close New Mexico public schools for the same time period. Officials at New Mexico Military Institute will continue to monitor the situation.
Cadets should remain in contact with the Commandant’s Office for instructions on returning to the Institute and reporting of travel. Staff and faculty should maintain contact with their supervisors for the latest information regarding their work status. During this period you should refer to the CDC and NM DOHs web sites for the most current guidance regarding protecting yourself from the virus.
NMMI officials continue planning for delivering classroom learning via the Internet. Cadets have been instructed to take all books and their computers with them as they depart for this extended Spring Break. Cadets and parents should check the NMMI website regularly for updates.
New Mexico Military Institute will be temporarily closed to visitors beginning Friday evening until further notice.

NMMI Update for March 28th Open House
Given the current status of the COVID-19 and with an abundance of concern and caution for our visitor’s health and well-being, NMMI…For precautionary purposes, will be cancelling the Open House scheduled on March 28, 2020. We apologize for any inconveniences that this may have caused. NMMI takes the safety and security of all our cadets with the utmost seriousness. We do still plan on having the April 25, 2020 Open House and hope to see everyone there.
