GO Bond 3 – investment in higher education in New Mexico
General Obligation Bond Question 3, which appears on the November 3, 2026 ballot.
Statewide, Bond 3 would authorize up to $352,225,379 for capital improvements and acquisitions at higher education institutions, special schools, and tribal schools.
Bond 3 is tax neutral: passing it will not require an increase in property-tax rates. If approved by voters, the bonds would be repaid using revenue from an already existing statewide property-tax levy, and the anticipated repayment costs are already accounted for at the current rate, so no additional levy or increase in that rate would be required to repay these bonds.
Bond 3 includes these proposed local investments:
ENMU-Roswell — $3 million for campus improvements, including the Health Science Building’s HVAC system, campus signage, and accessibility.
NMMI — $5 million for a new women’s softball field and dedicated locker rooms. This project represents an investment in female student-athlete recruitment and retention, NMMI’s women’s athletics program, and its Title IX commitments. The facilities would provide the athletic infrastructure needed to support female student-athletes throughout their time at NMMI.
